VACANCY STATUS: FULL TIME
Position Purpose:
The purpose of this position is to provide Hospital direction and oversight to the delivery of all redevelopment construction projects including the New Windsor / Essex Acute Care Hospital (NWEACH). The Manager of Project Delivery will provide timely and efficient leadership support to the Director of Project Delivery and the Redevelopment Team on all items related to construction, constructability and contract compliance. The Manager will bring a broad understanding of clinical planning, site planning, design, contract documents, procurement, and construction for projects delivered using a Public-Private-Partnership (P3) model and a CCDC 5B model. The Manager should have a good working knowledge of construction practices, policies, procedures, and processes as well as an understanding of the Ministry of Health’s capital planning process. The Manager should have good project and design management skills, as well as strong inter-personal skills.
The Manager’s primary responsibilities will be related to the construction (project delivery) of the NWEACH Project and will work closely with the ZW Group who are providing contracted project management services for the project; however the Manager may be called on to provide advice and guidance on issues related to the delivery of projects at the Ouellette and Met Campuses.

Duties and Responsibilities:
· Ensure the physical infrastructure and building systems are built and commissioned in compliance with project documents in a safe, efficient and effective manner.
· Working collaboratively with the Redevelopment team, Senior Team, Users and Consultants to issue submittals and support the approvals sought from regulatory bodies such as Ministry of Health, Infrastructure Ontario, Ontario Health, Municipalities, etc.
· Maintains confidentiality and release of information in accordance with hospital policy at all times. Ensures all decisions and actions taken are in strict accordance with current legislation and regulations, the Broader Public Sector Guidelines, Collective Agreements and Hospital policies and procedures.
· Work with our Project Management consultants to oversee the implementation of appropriate construction project management methodology(ies) and risk management strategies.

- Implement the process and tools necessary to successfully monitor and control construction projects (budget, scope and cost).
- Implement the process and tools necessary to successfully clear construction deficiencies and building commissioning activities.
- Monitors all contractual commitments to ensure that all work is being performed in compliance with the Project Agreement or contract, output specifications, and schedule.
- Oversees and organizes the work of consultants to capital projects.
- Participates in construction site meetings and Works Committee meetings during the Works Phase of the P3 and CCDC projects.
- Prepare project schedules and budgets for review and approval. Monitors project schedule, and recommends approval of progress payments, Contemplated Change Orders, and Change Orders.
- Implement an effective change and P3 Variation control and monitoring process.
- Analyze and report monthly on the project’s progress, including project costs and projections
- Tracks all ongoing contract interpretation disputes, and participates at post-contract meetings to address and negotiate dispute issues.

Qualifications:
- Post-secondary education in Architecture, Engineering or equivalent discipline, Business degree, with related technical or health sector background.
- Project Management Certificate would be an asset.
- A minimum of five – seven years of health sector experience in the delivery of large complex, high-profile projects.
- Detailed understanding of construction methods and processes
- Demonstrated expert knowledge in all aspects of project management procedures for health capital projects, including project control activities such as, change orders, construction documentation etc.
- Expert knowledge of facility design, construction processes, and familiarity with health care delivery systems.
- Knowledge of institutional facility design issues, building operations and systems including related health care issues and safety practices.
- Leadership values that reflect a commitment to team building in a multi-disciplinary/complex environment and working with the various constituents and teams to build consensus and support for change initiatives to achieve corporate, program and departmental goals.
- Exceptional interpersonal skills in conjunction with strong people leadership skills. Knowledge and sensitivity to the needs and interests of all stakeholders.

- Superior time management and prioritization skills
- Proficient with Microsoft Office applications including Outlook, Word, Excel. Familiarity with AutoCAD would be an asset
- Able to work in a fast paced, results and schedule driven team environment
- PMP designation is an asset
- Knowledge of Broader Public Sector Procurement Directive and guidelines and best practices for construction procurement processes is required
- Experience with creation of procurement documents (RFT, RFQ, RFP, RFSQ) is required
- Experience with municipal building permit applications process
- Knowledge and understanding of Ontario Building Code, CSA Standards and other applicable standards
- Working knowledge of the Ministry of Health capital planning process and Infrastructure Ontario P3 project delivery method
- Highly developed influencing, communications and presentation skills
- Consultation, negotiation and consensus building skills
- Experience in finding positive solutions to complex issues and problems with a variety of stakeholders
- Ability to maintain confidentiality at all times
