VACANCY STATUS: FULL TIME
Position Purpose:
The purpose of this position is to provide coordination and support to the delivery of redevelopment construction projects, primarily the New Windsor Essex Acute Care Hospital (NWEACH), under a Public-Private Partnership (P3) model and CCDC 5B construction management contract framework. The Project Coordinator will assist the Director and Manager of Project Delivery Management and the Redevelopment Team in ensuring efficient project execution, compliance with engineering standards, and adherence to P3 and CCDC 5B contract requirements. The role requires a strong understanding of engineering principles, construction processes, and contractual obligations, coupled with excellent organizational and interpersonal skills to support multidisciplinary teams.
The Project Coordinator’s primary responsibilities will focus on the construction and coordination of the NWEACH project. The Coordinator may also support other redevelopment projects at the Ouellette and Met Campuses as needed.
Duties and Responsibilities:Strong understanding of construction methods, processes, and healthcare facility design, including building systems and safety practices.
· Assist in the coordination of construction activities to ensure building systems and infrastructure are constructed and commissioned in compliance with P3 project agreements, CCDC 5B contracts, and engineering specifications. · Support the preparation and review of technical documentation, including engineering drawings, submittals, and progress reports, ensuring compliance with P3 and CCDC 5B requirements. · Collaborate with the Redevelopment Team, Senior Team, consultants, and stakeholders to prepare submittals and obtain approvals from regulatory bodies such as the Ministry of Health, Infrastructure Ontario, Ontario Health, and municipalities. · Maintain confidentiality and ensure all decisions and actions comply with current legislation, regulations, Broader Public Sector Guidelines, and hospital policies. · Assist in implementing construction project management methodologies and risk management strategies specific to P3 and CCDC 5B frameworks. · Support the monitoring and control of construction projects, including budget, scope, and schedule, using tools aligned with P3 and CCDC 5B contract requirements. · Track and clear construction deficiencies and assist in building commissioning activities to meet project specifications. · Monitor contractual commitments to ensure compliance with P3 project agreements, CCDC 5B contracts, output specifications, and schedules. · Coordinate the work of engineering and construction consultants, ensuring deliverables meet project and contractual standards. · Participate in construction site meetings and Works Committee meetings during the Works Phase of P3 and CCDC 5B projects. · Assist in preparing project schedules and budgets for review, monitoring progress, and supporting the approval of progress payments, Contemplated Change Orders, and Change Orders under CCDC 5B contracts. · Support the implementation of change and P3 Variation control processes, ensuring compliance with contractual obligations. · Contribute to monthly progress reports, including project costs, projections, and compliance with P3 and CCDC 5B requirements. · Track contract interpretation disputes and participate in post-contract meetings to address and negotiate resolution. · All other duties as assigned. |
Skills/Capabilities:

· Strong understanding of engineering principles, construction processes, and building systems (e.g., HVAC, electrical, plumbing) relevant to healthcare facilities.
· Familiarity with P3 project delivery models, including project agreements, risk transfer mechanisms, and lifecycle maintenance requirements.
· Proficiency in administering CCDC 5B contracts, including tracking deliverables, change orders, and payment processes.
· Demonstrated ability to use construction project management tools and processes to support large-scale projects.
· Strong organizational skills with the ability to manage multiple priorities and deadlines in a fast-paced, schedule-driven environment.
· Excellent interpersonal, communication, and presentation skills, with the ability to engage with professional, technical, and non-technical stakeholders, including P3 partners and engineering teams.

· Proficient with Microsoft Office applications (Outlook, Word, Excel) and familiarity with AutoCAD, Revit, or project management software (e.g., MS Project, Primavera).
· Knowledge of the Ontario Building Code, CSA Standards (e.g., CSA Z8000), and Broader Public Sector Procurement Guidelines.
· Ability to maintain confidentiality and handle sensitive information in accordance with hospital policies.
Qualifications:
· Post-secondary education in Engineering (e.g., Civil, Mechanical, Electrical, or Structural Engineering) or a related technical discipline. A Project Management Certificate (e.g., PMP, CAPM) or EIT/P.Eng. designation is an asset.
· Minimum of 2–3 years of experience in project coordination, preferably in healthcare infrastructure, construction, or engineering projects delivered under P3 or CCDC 5B contracts.
· Demonstrated knowledge of P3 project delivery, including project agreements, performance specifications, and stakeholder coordination.
· Experience with CCDC 5B contract administration, including change orders, payment certificates, and compliance monitoring.
· Strong understanding of construction methods, processes, and healthcare facility design, including building systems and safety practices.
· Familiarity with the Ministry of Health’s capital planning process and Infrastructure Ontario’s P3 delivery model.
· Experience with municipal building permit applications and procurement processes (e.g., RFT, RFQ, RFP).
· Demonstrated ability to interpret engineering drawings, specifications, and contractual documents related to P3 and CCDC 5B frameworks.
· Experience with facility and equipment commissioning is an asset.
· Excellent oral and written communication skills, with the ability to draft technical and contractual reports.
· Superior time management and prioritization skills to manage complex and concurrent project activities.
· Knowledge of Broader Public Sector Procurement Directives and best practices for construction procurement.
· Experience in a clinical hospital setting or managing contract performance metrics is an asset.
